QUNO delivers statement at the Summit of the Future Multistakeholder Consultations

QUNO UN representative Kavita Desai delivered an intervention at the multistakeholder consultations for the Summit of the Future convened by the Summit’s co-facilitators, the permanent missions of Germany and Namibia to the UN. Drawing on insights from the recently submitted Civil-Society UN Prevention Platform paper on the New Agenda for Peace, Kavita called for peace to be a focus, highlighting the need for the concrete and actionable steps to build peace to come out of the Summit.

The New Agenda for Peace: An Opportunity to Advance Prevention Through Civil Society – United Nations Partnerships

The Civil Society-UN Prevention Platform, co-facilitated by QUNO and GPPAC, focused its annual discussion series on developing a joint submission for the New Agenda for Peace (NA4P), due to be published in June 2023. This paper aims to contribute to the drafting process for the NA4P and underscores areas of concern and interest from the discussion series that Platform partners and participants would like to see highlighted in the NA4P.

Civil Society-UN Prevention Platform submission for UN’s New Agenda for Peace

On the 75th anniversary of the United Nations, Member States pledged to strengthen global governance for the sake of present and future generations. At the request of Member States, the Secretary-General released the much-anticipated report, ‘Our Common Agenda,’ that provided several recommendations, including the need for a New Agenda for Peace (NA4P), to address the multitude of challenges faced by the international community.

In & Around the UN

Since our last newsletter in October 2020, QUNO has continued to adjust to the large changes brought about by COVID-19, the killing of George Floyd, and the drama of a bitterly contested US election. Despite all these challenges, including a now more than year-long shift to virtual work, both for our office and our partners in the UN and other peacebuilding organizations, our work has moved forward.

QUNO Participates in the Global Launch of the UN Community Engagement Guidelines

The Global Launch of the UN System-wide Community Engagement Guidelines (UNCEG) was an opportunity to present key recommendations from this new tool, which was designed to help strengthen partnerships between the UN and civil society for peacebuilding and sustaining peace. QUNO’s Quaker UN Representative, Megan Schmidt, joined the panel of representatives from the UN and civil society to reflect on ways forward for implementation and practical application of the recommendations.

QUNO Participates in the Global Launch of the UN Community Engagement Guidelines

As a member of the Joint UN-Civil Society Working Group that developed the Guidelines, QUNO representative, Megan Schmidt, delivered this intervention during the global virtual launch of the UN System-Wide Community Engagement Guidelines on Peacebuilding and Sustaining Peace. QUNO’s intervention centered on the importance of inclusivity throughout the development of the Guidelines and highlighted the emphasis on a people-centered approach and local leadership that is reflected in the final document.

United Nations Community Engagement Guidelines for Peacebuilding and Sustaining Peace

As the Secretary-General boldly states in his 2020 report on Peacebuilding and Sustaining Peace, “civil society engagement and participation is indispensable to peacebuilding.” Recognizing this essential role of civil society, the United Nations (UN) released Community Engagement Guidelines on Peacebuilding and Sustaining Peace (CEG), a system-wide guidance to enhance how the UN engages and partners with communities in the shared effort to build and sustain peace.

UN releases system-wide Community Engagement Guidelines

As the Secretary-General boldly states in his 2020 report on Peacebuilding and Sustaining Peace, “civil society engagement and participation is indispensable to peacebuilding.” Civil society organizations (CSOs), practitioners and individual leaders are often the primary peacebuilding agents, working directly to negotiate and mediate conflict, supporting community reconciliation and rebuilding, and carrying out a range of programs and efforts to strengthen the very social fabric of society.

The six months since our last newsletter have been extraordinary ones as COVID-19 hit New York in force in March. As the pandemic unfolded, QUNO staff members quickly adjusted to working from home, with staff reaching out to friends and colleagues throughout the UN system and to peacebuilding practitioners around the world, listening, supporting, and seeking to understand how these new conditions were impacting global efforts for peace.

QUNO submits recommendations on reconciliation for UN Peacebuilding Architecture Review

2020 marks a milestone year for the United Nations (UN) as it approaches the fifteenth anniversary of the creation of the Peacebuilding Architecture. Comprised of the Peacebuilding Commission (PBC), Peacebuilding Fund (PBF) and the Peacebuilding Support Office (PBSO), this combined architecture is dedicated to supporting countries emerging from violent conflict as they seek to identify and implement priorities to build and sustain peace.

QUNO and GPPAC submit recommendations for the UN Peacebuilding Architecture Review

2020 marks fifteen years since the creation of the Peacebuilding Architecture at the United Nations (UN), which includes the Peacebuilding Commission (PBC), Peacebuilding Fund (PBF) and the Peacebuilding Support Office (PBSO). This UN architecture was created after recognizing that there were no dedicated bodies or funding to support and accompany countries emerging from and rebuilding after conflict.

QUNO and PBSO convene a discussion on the impact of COVID-19 and the Gender and Youth Promotion Initiative

With the international community adjusting to the far-reaching implications of COVID-19, QUNO and the Peacebuilding Support Office (PBSO) convened a global virtual meeting with civil society organizations to discuss the impact of this health crisis on peacebuilding. The meeting was also a timely opportunity to learn more about this year’s annual Peacebuilding Fund’s (PBF) Gender and Youth Promotion Initiative (GYPI), including the impact of COVID-19 on the call and application requirements.

QUNO and the UN Peacebuilding Support Office host a conversation on the Peacebuilding Fund investment plan

The UN Secretary-General’s Peacebuilding Fund (PBF), launched in 2006 and managed by the Peacebuilding Support Office (PBSO), is the United Nations’ financing tool and investor of first resort in countries emerging from or at risk of descending into violent conflict. Through its programming, the PBF supports peacebuilding processes, addresses crucial gaps to build peace, and provides rapid resources when support may not yet be available from other funding mechanisms.

QUNO NY Director addresses the annual session of the Peacebuilding Commission

Every year, the Peacebuilding Commission (PBC) holds an annual session that brings together UN and Member State colleagues to focus on timely and key peacebuilding challenges and opportunities. This year's meeting, held on 4 December, focused on peacebuilding in Africa, particularly in the Sahel, Lake Chad Basin and Mano River Union regions. Key issues in focus included the transborder threats of armed extremism, underdevelopment, climate change and gender-based violence.

QUNO hosts discussion on the impact of UN transitions on peacebuilding and development

Transitional periods are very sensitive and dynamic times for countries emerging from conflict, bringing hopes and concerns to places with a history of political instability and violent conflict. In the past decade, a number of UN peacekeeping missions have closed down leading countries to the next step in their transformation processes, and shifting how the UN and international community supports peacebuilding and development.

QUNO convenes discussion on the Peacebuilding Fund

The Peacebuilding Fund (PBF) is the UN Secretary-General’s peacebuilding financing tool and investor of first resort. The Fund supports countries through immediate and direct funding initiatives, addresses crucial gaps that may exist in building peace, and provides resources in a rapid manner when sufficient support may not yet be available. In 2016, the PBF included direct funding opportunities for civil society organizations for the first time through its Gender and Youth (GYPI) Initiative.

Conversation on the progress, challenges and opportunities for the UN’s efforts to build and sustain peace

In 2016, United Nations Member States adopted the dual resolutions on peacebuilding and sustaining peace, marking an important step in shifting the UN’s understanding of what is at the core of building and sustaining peace. This year, the UN Secretary-General will release a report that will provide updates on the progress, challenges and opportunities experienced in the past three years. The report will be a step towards developments next year, which will include the next comprehensive review of the United Nations peacebuilding architecture.
