QUNO welcomes OHCHRs report on delivery and financing of capacity building, technical assistance and prevention – HRC49
Florence Foster, Representative for Peace and Disarmament, delivered a statement at the 49th Session of the Human Rights Council to welcome the OHCHR report 49/68 on [...] technical assistance and capacity-building that support the implementation by States of their international human rights obligations and commitments’ pursuant to the so called ‘prevention’ resolution 45/31. In particular, QUNO welcomed the emphasis in the report on how the HRC and the broader human rights community can work more effectively and coherently across all UN pillars to sustain peace.
In light of the report, QUNO encouraged the need for human rights mechanisms to be on a sustainable financial footing thereby enabling the UN system to address prevention, foresight and reshape responses to violence from a human rights based approach. As well as calling for enhanced engagement between the HRC and other intergovernmental organs, including the PBC and Security council to address cross-cutting issues from a prevention perspective and support countries in their efforts to build and sustain peace.
