As the nature of conflict has changed over the past decade, so has
the United Nations' recognition that it must move from a "culture
of reaction" to a "culture of prevention." The peaceful
prevention of violent conflict begins with the premise that preventing
the outbreak of war and deadly conflict is more humane, less costly,
and more effective than responding after violence has already erupted
(as defined in the FCNL’s Peaceful
Prevention of Violent Conflict).
A
new understanding of the dynamics and root causes of conflict, as
well as a concerted commitment to long-term, structural violence
prevention, is needed. New methods and opportunities are needed to
remove the obstacles to progress on prevention and engage decision-makers
cooperatively in the search for nonviolent alternatives to war. QUNO
works collaboratively with NGOs, UN agencies, and Member States to
support the UN’s efforts in prevention, facilitate discussion
of issues related to violence prevention, and helping grow relationships
between policy-makers and relevant actors.
